Assault Weapons are given as rewards for Tokens received in exchange for Crested Tumerok Banners from the Army Recruiters found in the capital cities of Cragstone, Hebian-To and Zaikhal.  The rumor to the army recruiters can be purchased from Magrom the Red in Cragstone -- Armed Forces Brochure.

Lieutenant Kenneth tells you, "Hello, my name is Kenneth. I'm here to help direct an organized resistance against the Virindi and Tumerok attacks. If you give me a banner, I will gladly reward you, as it is proof of your heroism."

Shosa Kiroji Matanui tells you, "Greetings! My name is Kiroji, and I am a Shosa in the Sho Army. We must rally to deal with the Virindi - Tumerok alliance. We must not allow Hebian-To to fall! I will reward any who bring me the banners of our fallen enemy." 

Ufet, Prophet of Blades tells you, "Good Day. My name is Ufet, and I am here to organize the defense of Gharu'ndim from the depredations of the Tumeroks and Virindi. If you grant me any banner, I will reward you for your heroism. The more developed the banner, the more of a reward I will provide."

The Tumeroks introduced in the Crests of a Turbulent Sea event drop trophies, which can be crafted into Spears, Wands or Crested Weapons. 

Six Tumerok Clans drop Banners, Hafts, Spear-Heads, Symbols and Crests. Each of the 6 Clan Banners can be attached to either one of 2 different quality hafts. These Hafted or Reinforced Banners can then be topped with either Spear-Heads, Symbols, or Crests. To receive an Assault Weapon Token, you must use a Crest to top your Hafted or Reinforced Banner. This will give you a weapon with a damage of 1 that you can redeem for your reward. Give the weapon to one of the 3 Recruiters for a Token. Give the Token back to the NPC for the Assault Weapon. (You may choose to hold on to it for a future reward, hinted at in the recruiters' speech.) 

Note: You will not receive an Assault Weaon Token for a Falcon or Serpent crested banner.

You recieve [sic] 12500 experience! 
Lieutenant Kenneth gives you Shreth Token.
Lieutenant Kenneth tells you, "Wow, thanks! You really are a hero! Here's a token of my appreciation! The original item I wanted to give as a reward hasn't come yet, but you can hold on to that until then, or you can exchange it with me for a mace."
